USPA NEWS - The Nicolas Hulot Foundation welcomes the progress that could be critical to the success of the Paris agreement. The commitments made in New York will be held and some, like the € 4 billion announced by France, have to be precise. The FNH expects details.

ON CLIMATE FINANCE AND THE CARBON PRICE---------------------------------------------------------------------------------- 1. The new agreement China / USA with the generalisation of a carbon price in China market with a quota system that will cap emissions of certain industries and the Chinese commitment to spend 2.8 billion euros to help developing countries. We measure the distance traveled in one year since their first climate agreement.----------------------------------------------------------- 2. The commitment to increase by 50% its total effort of the UK Climate mobilising 5.9 million pounds in 2016 and 2021. Positive though this is taken from existing budgets and not additional.------------------------------------------------------------------ 3. The announcement by France of a major reform of official development assistance and further efforts to increase by 4 billion € / year in 2020, while its budget was regularly victim budget cuts in recent years. We expect more details to analyse this important commitment. We always ask at least € 2 billion / year more are being spent on projects directly related to climate, primarily for adaptation in least developed countries. Furthermore we await confirmation and details of a real rapprochement between AFD and Caisse des Dépôts which would leverage the resources of the French development agency. 4. The announcement of a FTT to 11 European countries operational by early 2017.

ON THE REDUCTION COMMITMENTS--------------------------------------------------------------------------------------------------- 5. The rate of contributions is accelerating: 83 countries have made their INDC now representing 70% of global emissions (20 more countries in one week). We now have a clear vision. The gap with the trajectory of 2 degrees remains high.----------  6. INDC (Intended Nationally Determined Contributions) Brazilian is much more ambitious than expected. This country represents (3.8% of global emissions, more than 9 tCO2e / cap) engages in effect -43% emissions by 2030 compared to 2005. This commitment is all the more challenging it is not conditioned upon receipt of international funds, Brazil goes even further by announcing want to work with other southern countries, to enable them also to engage their energy transition (without, however, commit to an encrypted funding). Brazil has also set a target to have 45% energy mix consists of renewable energy, to restore 32 million hectares of agricultural and forest lands, and end illegal deforestation, a commitment that does never have held so far.---------------------------------------------------------------------------------------------------------------------------------- 7.
