The OSCE is an international organization bringing together all the states of the European continent as well as the United States, Canada, the Central Asian Republics and Mongolia, which works for stability, peace and democracy. Its areas of competence include cooperation in political, military, economic and environmental fields, as well as numerous commitments in the field of human rights, democratization and the rule of law. Created in 1994 following the Conference on Security and Co-operation in Europe and based in Vienna, decisions are taken by consensus of the 57 participating states on the permanent council or the ministerial council which meets annually. Its activities are implemented by the secretariat, the field missions and the three autonomous institutions: the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner for National Minorities and the Representative for Freedom of media.-------------------------------------------------
